DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

PETITION RELATING TO A TRAFFIC MATTER - BRADFORD SOUTH pdf icon PDF 820 KB

The Strategic Director, Place will submit a report (Document “V”) which sets out a petition relating to a Traffic matter at the following location: Reevy Road West, Bradford.

 

Recommended –

 

(1)       That the request for a controlled crossing point on Reevy Road            West be retained on the list of schemes to be given consideration    by the Bradford South Area Committee when the 2022-23 Safer    Roads schemes programme is determined.

(2)       That Parking Services be requested to increase passing patrols of      Reevy Road West and that residents be encouraged to contact the      Police in respect of obstructive and/or dangerous parking.

Minutes:

The Strategic Director, Place submitted a report (Document “V”) which set out a petition relating to a traffic matter at the location of Reevy Road West, Bradford.

 

The petition in respect of Reevy Road West was presented to the meeting of

Full Council on 25 January 2022, where it was resolved to refer the petition

signed by over 950 people to this Area Committee for further consideration.

 

The Lead Petitioner including some pupils from Buttershaw Business and Enterprise College were present at the meeting to give an overview of the work they had done with the Council, the Police, Ward Councillors, as well as parents to raise awareness around the issue of illegal parking and road safety outside the school, this included encouraging parents to park safely, encouraging students to be more aware of their surroundings once outside school and lobbying the Council to provide a suitable crossing, to enable pupils to cross safely.  A speed survey by the students in conjunction with the Police had also identified the issue of speeding vehicles around the vicinity of the school.

 

A Ward Councillor and Member of this Committee expressed her deep concerns about road safety outside the school, which she had experienced at first hand and she thanked pupils for their sterling work in bringing the issue to the fore.

 

Members thanked the pupils of BBEC and the lead petitioner for highlighting the issue so eloquently and for the work they had undertaken, and it was suggested that as well as the proposed crossing, a suitable 20 mph limit should also be introduced in the vicinity to make the crossing more effective, and it was therefore:

 

Resolved -

 

(1)       That the request for a controlled crossing point on Reevy Road            West, including the introduction of a 20mph zone in the vicinity be            retained on the list of schemes to be given consideration by the   Bradford South Area Committee when the 2022-23 Safer Roads            schemes programme is determined.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD SOUTH - 2022/23 pdf icon PDF 288 KB

The Strategic Director, Place will submit a report (Document “U”) which provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford South Area Committee approves the proposed programme of works as shown in Appendix 1 and 2 to Document “U”.

Minutes:

The Strategic Director, Place submitted a report (Document “U”) which provided information on Capital Highway Maintenance funding and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

An overview was given of the proposed schemes which were set out in Appendix 1 and 2, and during the discussion Members asked for minor clarifications on a number of the proposed schemes, including how work was signed off following repairs, in particular the quality of potholes repairs seemed to be a particular issue.  In response it was stated that exact repairs were not always possible in relation to potholes, however the longevity of potholes were being looked at to ensure greater resilience. 

 

A Member also suggested that a number of the scheduled schemes timetabled should be checked again with developers, as well as the utility companies, to ensure that any road surfacing works were undertaken following completion of any development / excavation works.

 

Resolved –

 

That the proposed programme of works as shown in Appendix 1 and 2 to Document “U” be approved.

OBJECTIONS RECEIVED TO THE TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD SOUTH CONSTITUENCY pdf icon PDF 717 KB

The Strategic Director, Place will submit a report (Document “W”) which sets out objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

Recommended –

 

(1)       That the proposed ‘no waiting at any time’ restrictions on           Commondale Way from the southern entrance of VCS and the            entrance to the south of this be removed from the Order just          leaving corner protection at both entrances and that the one     objection to the proposed ‘no waiting at any time’ on Paternoster   lane be overruled and the Traffic Regulation Order be sealed and            implemented as modified.

 

(2)       That the objectors be informed accordingly.

In relation to the proposals for a no waiting restrictions on Paternoster Lane, a Ward Councillor and Member of the Committee stressed that he and his fellow Ward Councillors had not been consulted on the proposed scheme, and he expressed concerns that the proposed restrictions may not have their desired effect and cause additional problems in the area, and it was therefore:

 

Resolved –

 

(1)       That the proposed ‘no waiting at any time’ restrictions on Commondale Way from the southern entrance of VCS and  

            the entrance to the south of this be removed from the Order, just         leaving corner protection at both entrances, and the Traffic            Regulation Order be sealed and implemented as modified.

HEALTH AND WELLBEING IN THE BRADFORD SOUTH AREA OF BRADFORD METROPOLITAN DISTRICT pdf icon PDF 648 KB

The Strategic Director of Health and Wellbeing will submit a report (Document “X”) which seeks to inform Bradford South Area Committee of data and activities relating to the health and wellbeing of the population of Bradford South constituency.

 

Recommended –

 

It is recommended that option 9.2 set out on Document “X” is adopted in order to support the overall health and well-being of the residents of Bradford South.

The Strategic Director of Health and Wellbeing submitted a report (Document “X”) which sought to inform Bradford South Area Committee of data and activities relating to the health and wellbeing of the population of the Bradford South constituency.

 

The report outlined some of the work and activities of teams within Public Health and work with partners, as well as the key heath indicators around life expectancy, Infant mortality, respiratory health and obesity levels, with the general trend showing poor outcomes across the majority of health outcomes both within an overall Bradford and national context.

 

During the discussion Members expressed a number of concerns around the health outcomes affecting Bradford South and that it portrayed a grim picture.

 

With the majority of the outcomes showing red and amber, a Member stated that air pollution in Tong was a major contributory factor to poor health outcomes, with levels showing some of the highest concentrations in the country.  This coupled with poor social housing, with damp being a particular concern, should be a particular area of focus.  In response it was stated that more work with housing standards, as well as the social housing provider was needed to tackle these issues.

 

The lack of adequate primary care facilities in the Great Horton Ward was cited as a particular issue and residents inability to access them was no doubt contributing to the poor health outcomes in the ward.  It was stated that this matter would be raised with the Public Health Intelligence Team.

 

The current cost of living crisis was cited as another area of concern and that the fear of debt would have a profound impact on peoples mental health across the district, and their inability to heat their homes would no doubt have an impact on their physical health.  In response it was stated that this piece of work was already being looked at in conjunction with Partners and the existing work around poverty.

 

A Member expressed concerns that the report failed to highlight any tangible outcomes as well as what preventative work was being undertaken to address health inequalities.  In response it was stated that a number of preventative programmes had yielded some good results, including the exercise referral programme, and although they were aimed at addressing existing long term health issues, they did have an impact in improving general health.

 

The issue of childhood obesity was also cited as a particular area of concern and that the figures were still showing an upward trajectory.  In response it was stated that that the sedentary lifestyle of many children was of particular concern both at a local and national level.

 

A Member suggested that any initiatives to tackle health inequalities had to be ward specific as issues differed from ward to ward and that effective engagement and signposting with communities was crucial.

Minutes:

The Area Office is leading on an engagement process across Bradford South.  The Bradford South Area Coordinator submitted a report (Document “Y”) which gave Members the opportunity to discuss relevant issues to include in the process.

 

The Area Coordinator explained that as well as identifying a number of issues at the December and January meetings to explore and include in the Localities process, a Localities Survey had also been undertaken and an initial analysis of the data suggested that the rising cost of living was a big concern around the district; the survey had also yielded a good response from young people with 1,340 responses received from adults and 965 from young people respectively.

 

A dataset had also been developed using Power Bi which was set out in the  

appendix to the report and was based on this information and this will provide

a significant part of the evidence which will be used to prioritise the localities

work.  The Graduate Officer who had compiled the data gave a brief overview

of the data pertinent to the Bradford South area.

 

Resolved –

 

(1)   That the Area Coordinator includes ideas from the discussion in the December, January and March Area Committees within the development of the Bradford South Localities Plan 2022-26, with the addition of CSE.

 

(2)  That the graduate officer be thanked for compiling the dataset that has been developed using Power Bi, which will provide a significant part of the evidence base.

The Bradford South Area Coordinator will submit a report (Document “Z”) which summarises the grants that have been awarded in the Bradford South Constituency from 2021 to 2022.

across Bradford South are noted and welcomed.

 

(2)       That the Grants Advisory Group is thanked for their work in allocating all of the grants from the past financial year – 2021/2022.

Bradford South Area Committee has been allocated £60,000 for voluntary organisations who supported and continue to support local communities since the pandemic started in March 2020. The Bradford South Area Coordinator will submit a report (Document “AA”) which proposes how grants could be allocated.

(1)          The £60,000.00 is split equally between each of the 6 wards - £10,000 each.

 

(2)          That Ward Officers liaise with their Ward Councillors to decide which organisations will receive a proportion of the grant.
