GREEN LANE, WYKE - OBJECTION TO TRAFFIC REGULATION ORDER PDF 582 KB The Strategic Director Place will submit a report (Document “A”) which sets out an objection received to a recently advertised Traffic Regulation Order for proposed No Waiting At Any Time restrictions on Green Lane, Wyke.
Recommended –

(Andrew Smith – 01274 434674) Minutes: The Strategic Director Place submitted a report (Document “A”) which set out an objection received to a recently advertised Traffic Regulation Order for proposed No Waiting At Any Time restrictions on Green Lane, Wyke.
The Principal Engineer explained that the TRO was associated with a new housing development and would consist of double yellow lines and no waiting at any time restrictions. The restrictions would apply to the site frontage. He added that 10 property owners had been consulted, which had resulted in the receipt of one objection on the grounds that the proposals would inhibit parking, however officers felt that there was ample parking in the area. Resolved - (1) That the objection be overruled and the order be sealed and implemented as advertised (2) That the objector be informed accordingly. The Strategic Director Place submitted a report (Document “B”) which sought approval for a programme of Safer Roads Schemes for Bradford South for the 2017/18 financial year.
The Principal Engineer stated that the total budget for the district was £678k, which was split between the 5 constituencies based on population, resulting in Bradford South receiving £131,648, of which £92,154 was for Casualty Reduction Schemes and £39,495 for other community priority schemes.
The proposed schemes for the Bradford South area were set out in Appendix 1, 2 and 3 of the report.
In response to a question regarding how the list was prioritised, the Principal, Engineer explained that the priority list was not exhaustive and the aim was to try and pick out the worst accident clusters and identify schemes where something tangible could be achieved, however cost was a factor.
In relation to a question why a scheme relating to Bartle Lane was not included in the list, the Principal Engineer explained that this scheme would be competed as part of a planning condition.
In relation to the outstanding list of requests, the Principal Engineer explained that this list would be reviewed shortly on a ward by ward basis in consultation with Ward Councillors.
In response to a question regarding Bartle Lane / Hollingbrook Lane, the Principal Engineer stated that some signage had been provided for the bend; given the narrowness of the road, the only way to facilitate a mini roundabout would be to widen the road and this was not currently feasible.
Resolved - (1) That the programme of Casualty Reduction schemes for 2017/18 listed in Appendix 1 to Document “B” be approved. (2) That the proposed programme of Traffic Management schemes for 2017/18 listed in Appendices 2 and 3 to Document “B” be approved. (3) That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members. (4) That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised. (5) That the list of outstanding requests for measures set out in Appendix 4 to Document “B” be reviewed in conjunction with respective ward members. ANNUAL UPDATE ON ROAD SAFETY IN BRADFORD SOUTH PDF 904 KB The Strategic Director Place will submit a report (Document “C”) which seeks to update members on current casualty levels and trends in Bradford South and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties.
Recommended –
(1) That the Bradford South Area Committee notes the information in respect of casualty trends and Road Safety activities in Bradford South. (2) That the Bradford South Area Committee continues to support the evidence based approach to determine Road Safety priorities. Overview and Scrutiny Committee Area: Environment and Waste Management (Sue Snoddy - 01274 437409) Minutes: The Strategic Director Place submitted a report (Document “C”) which sought to update members on current casualty levels and trends in Bradford South and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties.
The Road Safety Team Leader explained that the report contained last years full data and although there had been an overall decrease in casualties in the district, there had been an incidental increase in casualties in the South area, however this had now plateaued. The exemplary work being done in schools was alluded to and mention was made of the inclusion of Bikeability Cycling training being incorporated into the Road Safety Team.
During the discussion Members welcomed and commended the work of the Road Safety Team in their respective wards, particularly in relation to rail safety and the work done in collaboration with Network Rail in the Wyke area.
Members also drew attention to the work done in schools and the impact this had had in reducing casualty figures, and in relation to a question regarding extending this work to cover youth groups, the Road Safety Team Leader welcomed any suggestions of specific targeted work.
The Area Coordinator added that youth workers, Wardens and PCSO’s could be utilised in undertaking additional collaborative work in the area of road safety and it was therefore:
Resolved - (1) That the information in respect of casualty trends and Road Safety activities in Bradford South be noted. (2) That the Bradford South Area Committee continues to support the evidence based approach to determine Road Safety priorities. (3) That officers in the Road Safety Team be commended for the hard work done in reducing casualties, and that they engage with the Neighbourhoods Team and other partners with a view to undertaking additional collaborative work.
