DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

In the interest of transparency, during the discussion in respect of Minute No. 29, Councillor Ahmed declared that he lived in the surrounding area of Thornbury Drive.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report.

PUBLIC QUESTION TIME

PETITION - THORNBURY DRIVE, BRADFORD pdf icon PDF 123 KB

The Interim Strategic Director, Place will submit (Document “K”) which considers a petition requesting residents’ permit parking on Thornbury Drive and the surrounding area.

 

Recommended –

 

(1)  That no further action be taken on the request for residents’ permit parking on Thornbury Drive and the surrounding area for the reasons set out in Appendix 1.

 

(1)  That the Interim Strategic Director Place inform the objector accordingly.

Minutes:

The Strategic Director, Place presented a report (Document “K”) which considered a petition that requested residents’ permit parking on Thornbury Drive and the surrounding area. The presentation detailed the issues in the area including cars blocking streets, backstreets being blocked, and the difficulties residents were facing. Officers described that due to the terraced housing on Thornbury Drive residents were mainly reliant on on-street parking.

 

The Committee queried whether stricter parking enforcement was possible and if this could contribute to alleviating parking issues in the area. In response, the Principal Engineer stated that parking permits would not necessarily solve the problem in question since they do not restrict vehicle ownership. Furthermore, any parking permit scheme would include the surrounding area rather than an individual street.

 

The committee sought further clarification on the percentage of properties in the area with off-street parking and was informed that this was a figure that was not currently known.

 

During closing remarks, the Chair stated that the difficulties residents faced in the area were due to limitations on parking and that the Bradford Moor area was not designed for such a dense car population hence the subsequent difficulties that were being encountered.

 

The committee echoed the sentiments of the Chair.

 

Resolved -

 

(1)      That the request for residents’ permit parking on Thornbury Drive and the surrounding area be added to the list for future consideration.

 

(2)      That the Strategic Director Place inform the lead petitioner accordingly.

30.

OBJECTIONS RECEIVED FOR TRAFFIC CALMING MEASURES ON VICTORIA ROAD, STONY LANE, BRADFORD pdf icon PDF 1 MB

The Interim Strategic Director, Place will submit (Document “L”) which considers objections received to recently advertised proposals for traffic calming measures around the junction of Victoria Road/Stony Lane, Bradford.

 

 

Recommended –

 

(1)  That notwithstanding the objections for the reasons given in this report the proposed traffic calming measures around the junction of Victoria Road and Stony Lane be implemented as advertised; and

 

(2)  That the Interim Strategic Director Place inform the objector accordingly.

Minutes:

The Strategic Director, Place submitted a report (Document “L”) which considered objections that were received in response to the recently advertised proposals for traffic calming measures around the junction of Victoria Road/Stony Lane, Bradford. The record of collisions in this area showed that 5 collisions had occurred in the previous 5 years and two of these resulted in serious injuries.

 

During the outset, the Chair invited representations from residents’ who were in attendance, as follows:

·       A resident in favour of the proposal described how she had witnessed numerous issues and incidents around the junction. She further expressed her concern for the potential for fatalities if something was not done; and,

·       An objector was present and made representations to the committee. She referred to information that she had seen in the media that suggested road bumps were in fact a cause that contributed towards air pollution.

 

In response, the Principal Engineer explained that a reduction in the number and severity of collisions was expected as a result of installing the proposed scheme.

 

Further to clarification sought by the committee, it was explained that this proposal was due to the high record of incidents. In response to a query regarding the collating of incidents by the authority, it was explained that there was a police recording system and a member of the public self-reporting process named ‘CRASH’. This process was regularly checked by the police to verify reports, therefore:
