DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

20.

STREET NAMING/ADDRESSING pdf icon PDF 259 KB

The Interim Strategic Director of Place will submit a report (Document “F”) which considers the proposal to name a street after Barbara Jane Harrison GC at the site of Land at Grid Ref 417725 435486, Undercliffe Road, Bradford, as part of the scheme to recognise Pioneering Women from the district.

 

The new development of seven residential dwellings requires one new street.

Phase 1 of the development will be three properties.

 

The addressing scheme has been through a consultation period of 21 days with Local Councillors along with Portfolio Holder for Regeneration, Planning and Transport.

 

Recommended –

 

That the proposed street name “Barbara Jane Harrison Close” be approved.

21.

TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON FARRIERS CROFT AND ADJACENT ROADS, BRADFORD pdf icon PDF 286 KB

The Interim Strategic Director, Place will submit (Document “G) which considers objections received to the advertised Traffic Regulation Order proposing new waiting restrictions on Farriers Croft, Kings Road and Poplars Park Road, Bradford, associated with an adjacent community centre/place of worship development.

 

Recommended –

 

(1)  That notwithstanding the objection given the background to the order and that the objections be considered but determined not to materially outweigh the benefits of making the order on the highway network and in respect of other users, the Order be sealed and implemented as advertised,

 

(2)  That the Strategic Director, Place inform the objector accordingly.

 

(Regeneration and Environment Overview and Scrutiny)

Minutes:

The Interim Strategic Director, Place submitted (Document “G) which considered objections received to the advertised Traffic Regulation Order proposing new waiting restrictions on Farriers Croft, Kings Road and Poplars Park Road, Bradford, associated with an adjacent community centre/place of worship development.

 

Members were informed that a single objection to the implementation of additional parking restrictions around Poplars Park Road had been received. The resident struggled to leave their home in Lyncroft in the morning to go to work often finding their driveway blocked leading to alleged abuse from other road users. The objector felt such additional parking restrictions would only exacerbate the difficulties they already experience.

 

Members were informed that the proposals included a short section of new ‘No Waiting At Any Time’ parking restrictions on Poplars Park Road. These were considered necessary to ensure free traffic movement at the Kings Road/Poplars Park Road junction.

 

A Member requested for proper crossing on Kings Road. The Principal Engineer Traffic and Road Safety South acknowledged the request and stated that this would need to be considered when future Safe Roads funding was being prioritised.

 

 

 

 

 

 

 

Resolved -

22.

NEIGHBOURHOOD WARDENS AND ENVIRONMENTAL ENFORCEMENT OFFICERS pdf icon PDF 188 KB

The Interim Strategic Director, Place will submit a report (Document “H”) which provides information on the work of the Neighbourhood Wardens and Environmental Enforcement Officers in Bradford East. 

 

Recommended –

 

(1)  That the Bradford East Area Committee notes the progress of the Environmental Enforcement and Neighbourhood Warden Service since the last report in December 2021; and

 

(2)  That a further report to be submitted to the Bradford East Area Committee in 12 months’ time.

 

(Corporate Overview and Scrutiny Committee and Regeneration and Environment Overview and Scrutiny Committee)

Minutes:

The Interim Strategic Director, Place submitted a report (Document “H”) which provided an update on the work of the Neighbourhood Wardens and Environmental Enforcement Officers in Bradford East. 

 

The Warden and Environmental Enforcement Manager highlighted the key areas of work undertaken which included, Practice Operation, Greenhouse and Plants and the role of community.

 

Arising from the discussions, the following points were highlighted:

 

  • Need to focus on how to promote and improve the schools recycling approach. Members were informed that schools would be encouraged to sign up to the Eco-Schools programme which encouraged young people to engage in their environment by allowing them the opportunity to actively protect it.
  • It was acknowledged that Elected-Members work together with Council to be proactive to increase recycling in communities.
  • Identify areas within the Bradford East ward that would benefit from wildlife cameras.
  • Members raised concerns with rats across the district. Residents were not certain who to report to. Members were advised that the Council had specific legal powers to take necessary steps to ensure that its area was free from rats and mice. Occupiers could contact the local authority which had powers to control infestation and remove accumulations of rubbish attracting vermin. Further information was also available on the Council’s website.
  • Members were advised that littering from vehicles was a criminal offence and persons depositing litter from a vehicle could be liable for prosecution. Nonetheless, approximately 200 fixed penalty notice had been issued in Bradford.
  • Members shared their frustration with issues around fly-tipping and refuse left outside in the district.  

 

 

 

 

 

  • Along with tenants, Landlords should take some responsibilities that properties kept clean to a professional standard. The Area Co-ordinator advised the Committee that a Landlord and Tenants Guide was currently being drafted. The Committee also felt that it was prudent to work with Lettings Agents.

 

Resolved –

 

(1)  That the Bradford East Area Committee recognises the hard work and commitment of the Neighbourhood Wardens, the Environmental Enforcement Team and the resident volunteers;

 

(2)  That the Bradford East Area Committee notes the progress of the Environmental Enforcement and Neighbourhood Warden Service since the last report in December 2021; and

 

(3)  That a further report to be submitted to the Bradford East Area Committee in 12 months’ time. 

 

23.

The Interim Strategic Director, Place will submit a report (Document “I”) which recommends minor operational changes to the Street Cleansing Service in the Bradford East Area and shows trends of the numbers of fly tipping and cleansing cases reported to the Council.

Minutes:

The Interim Strategic Director, Place submitted a report (Document “I”) which recommended minor operational changes to the Street Cleansing Service in the Bradford East Area and showed trends of the numbers of fly tipping and cleansing cases reported to the Council.

 

The following key points arising from the Committee’s discussions included:

 

  • Every complaint reported was acted upon.
  • Residents were encouraged to use the Council website to report issues and complaints. This was an easy to use effective system, easy to capture, manage, and report complaints, comments, and feedback.

·       Recognised the enduring issues around refuse collection, fly tipping and parking issues around the district.

·       Council need to do more to clamp down on litter generated from takeaways and other businesses to ensure their played their part in cleaning up streets.

 

Resolved –

 

That the Bradford East Area Committee note the report.

  

 

24.

YOUTH SERVICE UPDATE pdf icon PDF 3 MB

The Interim Strategic Director Place will submit a report (Document “J”) which provides an update on work undertaken by the Youth Service in the Bradford East Area in the past 12 months and outlines the direction of travel for the next 12 months.

 

Recommended -

 

That the work undertaken by the Youth Service in the Bradford East Area as detailed in this report be welcomed.

 

(Children’s Services Overview and Scrutiny Committee)

Minutes:

 

The Interim Strategic Director Place submitted a report (Document “J”) which provided an update on work undertaken by the Youth Service in the Bradford East Area in the past 12 months and outlined the direction of travel for the next 12 months.

 

The following points were highlighted:

 

·         The continuing key role youth workers had in supporting young people to meet their full potential.

·         Youth Service had been an important part of community and the hard work and dedication of volunteers who work with young people across the Bradford East Area.

·         Multi agencies partners work with Youth Service to deliver quality youth work.

·         Working with schools to identify and provide support to the needs of young people were not limited.

·         The Committee was called for the continuing support to ensure that youth workers were able to reach out to young people wherever they were and the appropriate support to be provided when needed.

 

In response to a Member’s question, the Area Co-ordinator stressed that the Council had no plans to reduce services. Moreover, the Council was committed to continuing supporting the Youth Service.  

 

Members acknowledged the quality and value of youth workers and Youth Service supporting young people in the Bradford East Area.  The Committee recognised it was important young people, no matter where in the district they live, had the right support and access to youth facilities to meet their needs.

 

Resolved –

 

That the work undertaken by the Youth Service in the Bradford East Area as detailed in the report be welcomed.
