3.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

7.

ROAD SAFETY ANNUAL UPDATE pdf icon PDF 1 MB

The Strategic Director, Place will submit a report (Document “A”) which provides an update on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at preventing these casualties.

That the Bradford East Area Committee notes the contents of the report.

Minutes:

 

The Strategic Director, Place submitted a report (Document “A”) which provided an update on the current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at preventing these casualties.

 

Members were given an overview on the Road Safety programme emphasising the following:

 

  •  West Yorkshire Safe Roads Structure Chart

·         Road Casualties Bradford District 2017 to 2021

·         Summary of ETP programmes/ resources for schools

·         Engagement with schools in wards in Bradford East - academic year  2021-22

·         Priority Wards for academic year 2022-23.

 

In response to Members questions and comments, it was highlighted that:

 

  • Due to the ongoing impact of Covid-19, a small proportion of schools had not received the planned Road Safety Education / Training. These schools would be prioritised for next academic year.
  • It was acknowledged that there was already a lot of messages on road safety, but recognised the Road Safety Team to work with Members and communities to identify the key areas.
  • It was agreed that the Road Safety should be delivered to the wider communities and not limited to schools.
  • Emerging evidence looks to be showing lower than expected levels of seat belt wearing across West Yorkshire. More work was needed to corroborate this, but it could be an area of focus for future road safety campaigns and interventions.  
  • The data shows an upsurge of road collisions in 2021 compared to 2020. There was however, less traffic on the roads in 2020 due to the pandemic and associated lockdowns.

·       It was recognised that more needs to be done encouraging young people to benefit from the Bikeability Cycle Programme.

8.

SAFE ROADS PROGRAMME 2022/23 pdf icon PDF 419 KB

The Strategic Director, Place will submit a report (Document “B”) which seek approval for the 2022/23 Safe Roads programme for the Bradford East Constituency.

 

Recommended:

 

(1)  That the Bradford East Area Committee approves the programmes of Safe Roads schemes for 2022/23 listed in Appendices 1 and 2.

 

(2)  That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(3)  That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(4)  That should inflationary pressures on the projects listed in Appendices 1 and 2 make delivery of the full programme impossible a further report be brought to the Area Committee to reconsider scheme priorities.

Minutes:

The Strategic Director, Place submitted a report (Document “B”) which sought approval for the 2022/23 Safe Roads programme for the Bradford East Constituency. A budget of £170,000 was available for 2022/23.

 

In response to Members questions and comments, the following points were highlighted:

 

·         Members would be consulted on additional traffic calming measure was to be introduced on Thornbury Road.

·         Speed limit signs were used wisely, but recognised it was not always appropriate or enforceable to simply lower speed limits without additional measures such as traffic calming.

·         Nuisance parking including parking over private access causing an obstruction. 

·         A further problem was limited parking spaces in residential areas as a result of other people parking. However, the demand for parking from residents often exceeds the available number of spaces so permit parking would not necessarily resolve the issue.

·         Members requested breakdown of the Speed Survey in the Bradford East area.

 

Resolved:

 

(1)  That the Bradford East Area Committee approves the programme of Safe Roads schemes for 2022/23 listed in Appendix 1 subject to the inclusion of an item for Permit Parking and Waiting Restrictions on Rowanberry Close, Whitebeam Walk and parts of Acre Avenue and Acre Lane, Eccleshill and the removal of the item for ‘Warning signs’;

 

(2)  That the Bradford East Area Committee approves the programme of Traffic Regulation Orders for 2022/23 listed in Appendix 2 subject to the inclusion of items for new or revised waiting restrictions at Northallerton Road, Sunnydale Road and Little Horton Lane (near Thortnon Lane);

 

(3)  That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members;

 

(4)  That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised; and

The Strategic Director, Place will submit a report (Document “C”) outlining the allocation of the Community Chest Budget for the financial year 2021 / 2021 and asks Members to consider the make-up of the Grants Advisory Group in the Bradford East Area for 2022 / 2023.

 

Recommended:

 

(1)  That the allocation of Community Chest Grants to local groups in the Bradford East Constituency for the financial year 2021/2022 be noted.

 

(2)  That a 2022/2023 Grants Advisory Group made up of the Chair, Deputy Chair and Opposition Spokesperson be established.

 

(3)  That the Area Coordinator be asked to submit a report on the allocation of Community Chest Budget to local groups in Bradford East at the end of financial year 2022/2023.

Minutes:

 

The Strategic Director, Place submitted a report (Document “C”) outlining the allocation of the Community Chest Budget for the financial year 2021 / 2021 and asks Members to consider the make-up of the Grants Advisory Group in the Bradford East Area for 2022 / 2023.

 

The Community Chest Budget supports and enables a wide range of community initiatives to be developed to benefit communities in the Bradford East Area.

 

In response to a member’s question, the Area Co-Ordinator stated that applications that met the criteria were considered from community groups and organisations and occasionally from individuals living and benefiting the Bradford East Area.

 

Members were keen to receive information on the applications that had been refused. The Area Co-Ordinator advised that very few applications would have been declined, and stated that if they were declined they would have been supported to submit a further application or referred for help with other bids for funding.   

 

Resolved:

 

(1)  That the allocation of Community Chest Grants to local groups in the Bradford East Constituency for the financial year 2021/2022 be noted;

 

(2)  That a 2022/2023 Grants Advisory Group made up of the Chair, Deputy Chair and Opposition Spokesperson be established; and
