DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

27.

BRADFORD EAST AREA-WIDE TRAFFIC REGULATION ORDER pdf icon PDF 1 MB

The Strategic Director, Place will submit a report (Document “I”) which considers objections received to the recently advertised Bradford East Area-Wide Traffic Regulation Order.

 

Recommended:

 

1.    that the objections in respect of Folkestone Street and Hendford Drive be overruled and the Bradford East Various Sites Order 2021/22 be sealed and implemented as advertised; and

 

2.    that the objectors be informed accordingly.

Minutes:

The Strategic Director, Place submitted a report (Document “I”) outlining the objections received to the Traffic Regulation Order in the Bradford East Area.

 

Members noted that on 14th July 2022, the Bradford East Area Committee gave approval for a list of sites for inclusion in the Bradford East Various Sites Traffic Regulation Order 2021-2022 and that any valid objections to the advertised Traffic RegulationOrder be submitted to the Committee for consideration.

 

The Principal Engineer informed the Committee that in total 14 objections had been received and that two objections were from the sites listed, raising concern to the use of the Blue Badge Parking Places (BBPP’s) by non-blue badge holders and one objecting to the double yellow lines outside the driveway.

 

Resolved –

 

(1)  That the objections in respect of Folkestone Street and Hendford Drive be overruled and the Bradford East Various Sites Order 2021/22 be sealed and implemented as advertised; and

 

(2)  That the objectors be informed accordingly.

 

 

28.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD EAST - 2022/23 pdf icon PDF 302 KB

The Strategic Director, Place will submit a report (Document “J”) which provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford East Area Committee approves the proposed programme of works as shown in Appendix 1 and 2.

Minutes:

The Strategic Director, Place submitted a report (Document “J”) outlining the details of the Capital Highway Maintenance funding to the Non-Classified Road Network and Surface Dressing Allocation for 2022/23 in the Bradford East Area.  

 

Members were drawn to Appendix 1 and 2 of the report showing the Highway Maintenance proposed Capital Programme for Non-PRN (Non-classified roads) and the proposed programme for Surface Dressing.

 

In response to Member’s question, The Principal Engineer Highway Maintenance clarified that the surface defect on Bowling Back Lane was not caused by the developers on the site and had been worn away.

 

The Committee was advised that the surface on Kings Road in Bolton and Undercliffe was in disrepair and urgent attention were also required to Back Lane and Green Lane in idle, Moor Side Road and Harrogate Road in Eccleshill.

 

Resolved –

 

That the Bradford East Area Committee approves the proposed

programme of works as shown in Appendix 1 and 2.

 

 

29.

PROTECTING VULNERABLE CHILDREN & ADULTS AT RISK OF EXPLOITATION pdf icon PDF 2 MB

The Chief Executive will submit a report (Document “K”) which gives an update on the contemporary strategic response to all forms of exploitation of children and adults at risk of exploitation and how partners from The Bradford Partnership – Working together to safeguard children and the Bradford Safeguarding Adults Board work to drive continuous improvement and to hold agencies to account for their work. The report also outlines the challenges presented to the partnership following the global pandemic – Covid 19.

 

Recommended - 

 

1.    The Bradford East Area Committee to note the report;

 

2.    The Bradford East Area Committee commit to working closely with partners to continue to raise awareness of exploitation of both adult and children; and

 

3.    A further report to be presented to the Committee in 12 months.

Minutes:

The Strategic Director, Place submitted a report (Document “K”) which provided an update on the contemporary strategic response to all forms of

exploitation of children and adults at risk of exploitation and how partners from The Bradford Partnership Working together to safeguard children and the Bradford Safeguarding Adults Board work to drive continuous improvement and to hold agencies to account for their work.

 

The Manager of Bradford Safeguarding Business Unit outlined the challenges faced around exploitation and referred to the success of the work during the past 12 months.

 

During the discussion the following points were highlighted:

 

·         Whilst it was strategically important for safeguarding to be considered, safeguarding was about young people having a local permanent centre to go to;

·         It was important that partners needed to take collective responsibility to put safeguarding actions into practice;

·         Members were keen to identify children at risk and sought to understand the data and narrative provided;

·         The Committee recognised that there was a duty to conduct transition from children to adult where there was a likely need for support after the child in question turned 18 and a transition assessment would be of significant benefit;

·         Identifying children at risk and taking action quickly was important in protecting children and young people of exploitation.

 

Members were informed that the West Yorkshire Police Partnership Intelligence Portal was available for Members to contact. 

 

The Committee agreed to receives updated data set with narrative of exploitation of both adult and children every six months and a further report to be provided in 12 months.

 

Resolved –

 

(1)  That the Bradford East Area Committee to note the report;

 

(2)  That the Bradford East Area Committee commit to working closely with partners to continue to raise awareness of exploitation of both adult and children;

 

(3)  That the Bradford East Area Committee receives updated data set with narrativeof exploitation of both adult and children every six months; and

 

(4)  That a further report to be presented to the Committee in 12 months.

 

 

30.

STREET CLEANSING SERVICES pdf icon PDF 6 MB

The Strategic Director, Place will submit a report (Document “L”) which gives an update of the minor operational changes to the Street Cleansing Service in the Bradford East Area Constituency and shows trends of the numbers of fly tipping and cleansing cases reported to the Council.

 

Recommended:

 

1.    that the Bradford East Area Committee select option 1 as the preferred cleansing delivery model. and that officers to work up detailed maps and work patterns in each ward; and

 

2.    that officers draft work patterns similar to the example in Appendix 1 for all Wards in Bradford East.

Minutes:

The Strategic Director, Place submitted a report (Document “L”) which provided an update of the minor operational charges to the Street Cleansing Service in Bradford East area.

 

The Committee was asked to consider and recommend the new model that was proposed to move the ward teams on to a prescribed daily pattern of work allowing gateways to be cleaned first thing in the morning and then a clear pattern of work on a daily basis.

 

With prescriptive working, there was greater transparency around what was expected of staff and this increased understanding by staff and Managers and had the following advantages:

 

·         A prescribed day of working would allow programmed days of action for residents to move cars to allow more effective litter clearance, mechanical sweeping and gully cleaning;

·         In addition to ensure that they were not in an area so as to disrupt other departments’ operations e.g. allow closer working relationships with Wardens and to target environmental enforcement issues;

·         More effective mechanism to performance manage teams in terms of all work undertaken;

·         More efficient use of resources targeting areas of need, eliminating down time in terms of reacting to complaints travelling from one end of a ward to another.

 

The proposed scheme would give the public a clear understanding as to how often and when their area or street would be cleaned. If a complaint was received by the contact centre the operator would be able to inform the public of their next scheduled clean, rather than generate a complaint or service request for the team to react to unless it was an emergency.

 

The scheme had been piloted in Bradford Moor area and had been successful. The proposed model would hopefully reduce the number of complaints in the long term and eliminate the need for paper generated complaints.

 

In response to Members’ question, the Area Co-ordinator informed the Committee that resources would be allocated based on priorities.

 

The Committee acknowledged the excellent work by the community groups and volunteers and expressed their thanks for all the help to keep neighbourhoods tidy across the Bradford East constituency.

 

Resolved –

 

(1)  That the Bradford East Area Committee select option 1 as the preferred cleansing delivery model. and that officers to work up detailed maps and work patterns in each ward;

 

(2)  That officers draft work patterns similar to the example in Appendix 1 for all Wards in Bradford East; and

The Strategic Director, Place will submit a report (Document “M”) which summarises the grants awarded from the Climate Action Fund for the benefit of communities within the Bradford East Constituency.

 

Recommended –

 

1.    that the wide range of groups, organisations and individuals across the Bradford East area which have benefited from receiving a Climate Action Fund be noted and welcomed; and

 

2.    that the Grants Advisory Group is thanked for their work in providing guidance to the Bradford East Area Co-ordinator in the effective allocation of the Climate Action Fund.

The Strategic Director, Place submitted a report (Document “M”) summarising the grants awarded from the Climate Action Fund for the benefit of communities within the Bradford East Constituency.

 

Resolved –

 

(1)  That the wide range of groups, organisations and individuals across the Bradford East area which have benefited from receiving a Climate Action Fund be noted and welcomed;

 

(2)  That the Grants Advisory Group is thanked for their work in providing guidance to the Bradford East Area Coordinator in the effective allocation of the Climate Action Fund; and

 

(3)  That the Bradford East Area Coordinator provides an update on the implementation to the Committee in 12 months.
