APPOINTMENT OF CHAIR (Standing Order 35)

To appoint a Chair for the Municipal Year 2021/2022.

Minutes:

That Councillor Hassan Khan be appointed Chair of the Bradford East Area Committee for the Municipal Year 2021/2022.

APPOINTMENT OF DEPUTY CHAIR (Standing Order 35)

To appoint a Deputy Chair for the Municipal Year 2021/2022.

 

Minutes:

That Councillor Zafar Iqbal be appointed Deputy Chair of the Bradford East Area Committee for the Municipal Year 2021/2022.

3.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

(2)  Councillor Choudhry disclosed an interest in Minute as he was on the Management Committee of the Karmand Community Centre, Bradford.  

(3)  Councillor Cunningham disclosed an interest in Minute as he was a Member of the Bradford Civic Society.

STREET DEDICATION - NAME A NEW STREET OFF FAGLEY ROAD - JINNAH MEWS pdf icon PDF 259 KB

The Strategic Director of Place will submit Document “A” which considers the proposal to name a new street after the first Governor of Pakistan and a local business.

 

The developer of the site has requested the street to be named Jinnah Mews.

 

The addressing scheme at the site of Former 132 Fagley Road, Bradford has been through a consultation period of 21 days with Local Councillors.

 

Recommended -

 

That the street name ‘Jinnah Mews’  at the site of former 132 Fagley Road, Bradford be approved.

The Strategic Director of Place submitted Document “A” which considered the proposal to name a new street after the first Governor of Pakistan and a local business.

The Strategic Director, Place will submit Document “B” which seeks approval for a list of sites for inclusion in the Bradford East Various Sites Traffic Regulation Order 2021-2022.

 

Recommended -

 

(1)That the Bradford East Area Committee approves the list of

     Sites recommended for inclusion in the 2021/22 Bradford East

     Various Sites Traffic Regulation Order attached as Appendix 1.

 

(2)That approval be given to prepare and advertise the Traffic

     Regulation Order.

 

(3)That any valid objections to the advertised Traffic Regulation

     Order be submitted to this Area Committee for consideration

     or in the event of there being no valid objections the Traffic

     Regulation Order be sealed and implemented as advertised.

9.

ANNUL UPDATE ON ROAD SAFETY EDUCATION, TRAINING AND PUBLICITY IN THE BRADFORD DISTRICT pdf icon PDF 203 KB

The Strategic Director, Place will submit Document “C” which seeks to update members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at reducing these casualties.

 

Recommended -

 

That the an evidence based approach to determining Road Safety priorities continue to be supported.

Minutes:

The Strategic Director, Place submitted Document “C” which sought to update members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at reducing these casualties.

 

Members made comments relating to the lack of financial information in the report such as where the money was spent and how it was allocated; how did West Yorkshire compare to the national trend; how did Bradford compare with the West Yorkshire data; what was the age of children that were seriously injured or fatal; investment in this area continued but it was worrying not to see a reduction in casualties; how do you stop the culture of driving without a licence and insurance?; how was anti-social  driving being tackled in Bradford?

 

In response to Members comments it was reported that a lot of work was being undertaken in schools and the service worked with the Police and West Yorkshire Fire Service to deliver appropriate training.

 

Resolved -

 

(1)  That an evidence based approach to determining Road Safety priorities continue to be supported.

 

(2)  That a Police representative attend a future meeting of the Committee to explain the work being undertaken to tackle anti-social driving.

10.

GRANTS ALLOCATIONS 2019/21 pdf icon PDF 206 KB

The Strategic Director, Place will submit Document “D” which informs the Area Committee of the grants awarded to projects within the Bradford East Area by the Area Co-ordinator’s Office in the financial years 2019/20 and 2020/21.

 

Recommended-

 

(1)      That, in view of the passage of time from its original decision, the Bradford East Area Committee confirmsthat the Bradford East Area Co-ordinator, has under delegated powers, responsibility for making decisions on all grant applications administered by the Bradford East Area Co-ordinator’s Office, after seeking guidance from the Grants Advisory Group.

 

(2)      That the Committee approves thatthe membership of the Bradford East Grants Advisory Group (GAG), be the Chair, Deputy Chair and Opposition Spokesperson of the Bradford East Area Committee, for the municipal year 2021-22.

 

(3)       That the Bradford East Area Committee requests that the Bradford East Area Co-ordinator’s Office continues to ensure the effective allocation of all grant funding by providing appropriate support and advice to applicants.

Minutes:

The Strategic Director, Place submitted Document “D” which informed the Area Committee of the grants awarded to projects within the Bradford East Area by the Area Co-ordinator’s Office in the financial years 2019/20 and 2020/21.

 

In response to Members questions the Officer in attendance for the Area Co-ordinator reported that he would look into the issue of why litter bins had still not been installed at Greengates.

 

Resolved-

 

(1)      That, in view of the passage of time from its original decision, the Bradford East Area Committee confirmsthat the Bradford East Area Co-ordinator, has under delegated powers, responsibility for making decisions on all grant applications administered by the Bradford East Area Co-ordinator’s Office, after seeking guidance from the Grants Advisory Group.
