DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

No disclosures of interest in matters under consideration were received at the commencement of the meeting but during consideration of minute  51 Councillor Stubbs disclosed, in the interest of transparency,  that he was the parent of a child attending a school on Town Lane.

GREEN LANE AND CROFTLANDS, IDLE TRAFFIC CALMING - OBJECTIONS pdf icon PDF 190 KB

The Strategic Director, Place will submit Document “A” which reports on objections received to the recently advertised traffic calming on Green Lane and Croftlands, Idle.

 

Recommended-

 

(1)          That the objections to the traffic calming on Green Lane and Croftlands be upheld and that the proposals be abandoned.

(2)          That the objectors be informed accordingly.

The Strategic Director, Place submitted Document “A” which reported on objections received to the recently advertised traffic calming on Green Lane and Croftlands, Idle.

 

The Deputy Chair advised that he had received a request from two ward councillors to defer consideration of this item as efforts were underway to agree a revised scheme of traffic calming that would be more acceptable to all concerned.

 

Resolved –

 

That consideration of this item be deferred to a future meeting of the Committee.

BRADFORD EAST AREA-WIDE TRAFFIC REGULATION ORDER - OBJECTIONS pdf icon PDF 416 KB

The Strategic Director, Place will submit Document “B” which reports on objections received to the recently advertised Bradford East Area-wide Traffic Regulation Order.

 

Recommended-

 

(1)          That the objections in respect of Curzon Road be overruled.

(2)          That the objection to the Traffic Regulation Order on Albany Street be upheld and the Order be amended to remove the proposed double yellow lines.

(3)          That the objection to the Traffic Regulation Order on Town Lane be upheld and the Order be amended to reduce the length of double yellow line as shown in Appendix 4 to Document “B”.

(4)          That the Traffic Regulation Order be amended in accordance with paragraphs 10.2 and 10.3 of Document “B” and sealed and implemented as otherwise advertised.

(5)          That the objectors be informed accordingly.

Minutes:

The Strategic Director, Place submitted Document “B” which reported on objections received to the recently advertised Bradford East Area-wide Traffic Regulation Orders in respect of 16 sites. He also advised members about objections and support that had been received in respect of a number of the sites.

 

It was noted that objections had been received to a traffic regulation order on Curzon Road which was intended to formalise a disabled persons parking space that had previously been approved by the Committee. Members agreed to support the traffic regulation order but asked that officers investigate a trail run of the use of the nearby Myra Shay car park by local residents. Officers undertook to look into that and report back to members.

 

Resolved-

 

(1)          That the objections in respect of Curzon Road be overruled.

The Strategic Director, Place will submit Document “C” which gives an update on work undertaken by the Youth Service in the Bradford East Area in the past 12 months and outlines the direction of travel for the next 12 months.

The Strategic Director, Place submitted Document “C” which gave an update on work undertaken by the Youth Service in the Bradford East Area in the past 12 months and outlined the direction of travel for the next 12 months.

 

At the commencement of this item, the Committee heard representations from several young Covid ambassadors (YCAs) from Bradford East explaining the work that they were doing in the area, including:

·         Working alongside youth workers

·         Undertaking garden gate visits to vulnerable young people

·         Running a data analysis group to collate information and identify key priorities for action to safeguard young people

·         Establishing innovative ways to communicate, including a booklet which has proved so successful a second print run has been required, TikTok and video presentations

·         Translating for young people from communities new to English

·         Releasing a regular newsletter

 

A member asked if a YCA was operating in the Bowling and Barkerend ward and was assured that one of the young people present at the meeting worked in that ward.

 

Members thanked the YCAs for the tremendous work they were undertaking in the Bradford East area and asked how it was proving helpful. They were advised that it had proved extremely helpful in contacting families who were unaware of Covid advice or where to go to access it. YCAs were also very successful at contacting young people in Covid hotspots to encourage positive behaviours. Many young people who had previously been Covid sceptic were now volunteering themselves. A vaccine project was now being considered to encourage take up when young people became eligible.

 

In response to a question about the work of the YCAs going forward, it was explained that they wanted to lead on issues around Covid recovery such as isolation and intergenerational projects to address that. Another key issue for the future would be education. Key issues were reviewed every few weeks as priorities changed and developed.

 

The Chair asked the YCAs what they felt they gained from their role and was advised that it had helped the young people with confidence, involvement in their community; the ability to speak to groups, especially those involving other generations; a feeling of well-being and the knowledge that they had helped other young people during the pandemic.

 

Following that presentation, Members turned to the report and received a detailed presentation in respect of it. They were advised that it had been a challenging year for the youth service with many services having to move on-line as a result of lockdown. Measures to help young people cope during that time included:

·         On-line sessions and small group work when regulations permitted.

·         Activity packs for cooking and gardening

·         Addressing worries about study/work/physical activity with tailored sessions

·         Specific processes to check in with vulnerable young people such as garden gate checks, walk and talk sessions and on-line contact

·         A transition process for those young people moving up to high school which supported youngsters right up to October half term
