1.

ALTERNATE MEMBERS (Standing Order 34)

The City Solicitor will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

B. BUSINESS ITEMS

6.

BRADFORD EAST AREA-WIDE TRAFFIC REGULATION ORDER - OBJECTIONS pdf icon PDF 995 KB

The Strategic Director, Place will submit Document “Z” which reports on objections received to the recently advertised Bradford East Area Wide Traffic Regulation Order.

 

The Order has been promoted to address a number of requests for small areas of existing waiting restrictions to be amended or new restrictions to be introduced. The requests have been raised by local residents, schools and businesses to resolve safety and access issues.

 

Recommended-

 

(1)          That the original proposals for a Traffic Regulation Order at the junction of Bowling Back Lane and Lessarna Court are abandoned.

(2)          That the objections to the Traffic Regulation Order on Greaves Street and Stone Arches be overruled.

(3)          That the Traffic Regulation Order be amended to remove the proposed waiting restrictions on Francis Street, Bowling be sealed and implemented.

(4)          That the objectors be informed accordingly.

REQUEST FOR YOUTH PROVISION IN EAST BOWLING - PETITION pdf icon PDF 176 KB

Previous Reference:  Council Minute 21 (2019/20)

 

The Area Co-ordinator will submit Document “AA” which considers a request from residents living in East Bowling requesting provision for young peoples’ activities in the East Bowling area. It provides an outline of current activities delivered to benefit young people by Bradford Council’s Youth Service and partners as well as future programmes of work. It also outlines actions undertaken by the Police.

 

Recommended-

 

That the report be noted.

8.

COMMUNITY CHEST BUDGET ALLOCATION 2019/2020 AND COMMUNITY CHEST GRANTS FUNDING 2020/2021 pdf icon PDF 195 KB

The Strategic Director, Place will submit Document “AB” which outlines the allocation of the Community Chest Budget for the financial year 2019/2020 and asks Members to consider the make-up of the Grants Advisory Group in the Bradford East Area for 2020/2021.

 

Recommended-

 

(1)       That the allocation of Community Chest Grants to local groups in the Bradford East Constituency for the financial year 2019/2020 be noted.

 

(2)     That a 2020/2021 Grants Advisory Group made up of the Chair, Deputy Chair and Opposition Spokesperson be established.

 

(3)       That the Area Coordinator be asked to submit a report to the Committee on the allocation of Community Chest Budget to local groups in Bradford East at the end of financial year 2020/2021.

9.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD EAST - 2020/21 pdf icon PDF 227 KB

The Strategic Director, Place will submit Document “AC” which provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended-

 

That the proposed programme of works as shown in Appendix 1 and 2 to Document “AC” be approved.

10.

PROTECTING CHILDREN AND VULNERABLE ADULTS AT RISK OF EXPLOITATION pdf icon PDF 3 MB

The Manager of Bradford Safeguarding Children Board will submit Document “AD” which provides an update to the report presented to the Committee on the 10th January 2019 regarding the issue of Child Sexual Exploitation (CSE). It now focuses on the Strategic Response to all forms of exploitation in Children and Adults and how partners from the Working Together to Safeguard Children – the Bradford Partnership and the Bradford Safeguarding Adults Board work to drive improvements across the District and to hold agencies to account for their work in their area. The report also outlines the emergence of other complex safeguarding themes and outlines how partners are effectively collaborating and focussing upon the protection of vulnerable Children and Adults.

 

Recommended-

 

(1)       That the contents of the report (Document “AD”) and how members can support local activity be considered.

 

(2)       That the Committee receive a further update on the progress of the response to exploitation in 12 months time.

 

(3)       That Partners seek further funding opportunities from Government funding streams to enable the continuation of service provision as outlined in Document “AD”.

 

(4)       That the report is a call to action for all partners to recognise exploitation in its widest sense and continue to provide a coordinated safeguarding response to children and vulnerable adults.

BRADFORD EAST AREA FLOOD PREVENTION pdf icon PDF 129 KB

The Strategic Director, Place will submit Document “AE” which provides an overview of the flood prevention strategy for the Bradford East Area. In addition, the report also provides an outline of the role and responsibilities of the Environment Agency in terms of flood prevention.

 

Recommended-

 

That the Committee consider the report and note its content.
