DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

SPRING MILL STREET, LITTLE HORTON, BRADFORD - OBJECTIONS RECEIVED TO A PROPOSED TRAFFIC REGULATION ORDER pdf icon PDF 333 KB

The Strategic Director, Place will submit Document “U” which considers objections to the recently advertised Traffic Regulation Order for No Waiting At Any Time restrictions on Spring Mill Street, Little Horton, Bradford.

 

Recommended-

 

(1)       That the objections be overruled and the proposed No Waiting At Any Time restrictions on Spring Mill Street be implemented as advertised.

 

(2)       That the objectors be informed accordingly.

Minutes:

 

The Strategic Director, Place submitted Document “U” which considered objections to the recently advertised Traffic Regulation Order  (TRO) for No Waiting At Any Time restrictions on Spring Mill Street, Little Horton, Bradford.

 

A number of Representatives of local businesses and the owner of the Industrial Units on Spring Mill Street attended the meeting and spoke on the huge impact on local businesses of the proposed new access and the associated Traffic Regulation Order.  The following comments were made:

 

·         over 50 people were employed at the industrial units; there would be no where for tenants, customers or staff to park.

·         Spring Mill Street was a very busy street.

·         The most suitable solution would be for the entrance to remain where it was or move the entrance to the opposite of Palmer Street.

·         The new proposals would cause nothing but havoc.

·         Businesses would suffer if the new restrictions were put in place.

·         Business had been trading on Spring Mill Street for 10 to 15 years.

·         People who worked in the City Centre parked on Spring Mill Street.

 

The Principle Engineer reported that the position of the proposed entrance was part of a planning approval and not part of this consultation.  One of the conditions of that planning approval was the requirement of a Traffic Regulation Order to implement No Waiting At Any Time restrictions on various sections of Spring Mill Street and that was what was being consulted on.

 

A discussion was held on the possibility of approaching the applicant to explain the difficulty that local businesses would have with the proposed new site access and whether they would consider an alternative site access.

 

Resolved-

 

(1)  That, in the light of concerns from local businesses about the impact of the proposed new access and associated TRO (Traffic Regulation Order) on trading, consideration of the Spring Mill Street TRO objections be deferred to allow the Area Committee to contact the developer to determine if they would consider an alternative site access location to the one approved.

 

(2)  That, in the event of the developer maintaining their approved proposal, the TRO objections be reported to a future Bradford East Area Committee for consideration.

 

 

 

 

(3)  That the objectors be informed of the decision.

HILL SIDE TERRACE, BRADFORD - REQUEST FOR A DISABLED PERSONS PARKING PLACE (EXCEPTION TO POLICY) pdf icon PDF 599 KB

The Strategic Director, Place will submit Document “V” which reports on an application for a Disabled Persons Parking Place where the applicant does not meet all the Policy criteria.

 

Recommended-

 

(1)       That the Committee determines whether or not to allow an exception to the Disabled Persons Parking Places policy for an application for 19 Hill Side Terrace.

 

(2)       That the applicants be informed accordingly.

Minutes:

The Strategic Director, Place submitted Document “V” which reported on an application for a Disabled Persons Parking Place where the applicant did not meet all the policy criteria.

 

It was reported that the applicant had met 3 of the 4 criteria for eligibility for a Disabled Persons Parking Place but did not currently have a vehicle registered at the address however were currently being visited by care workers and family members in their vehicles to give on going support.

 

Resolved-

 

(1)       That the application for the installation of a Disabled Persons Parking Place at 19 Hill Side Terrace as an exception to the policy be approved.

 

(2)       That the applicant be informed of the decision.

The Strategic Director, Place will submit Document “W” which reports on objections received to a recently advertised Traffic Regulation Order for Killinghall Road, Bradford proposed in association with the provision of a pedestrian refuge island and footway build-outs at the junction with Ellerton Street, Bradford.

 

Recommended-

 

(1)       That the objections be overruled and the proposed pedestrian refuge island and footway build-outs be constructed and the associated Traffic Regulation Order be sealed and implemented as advertised.

 

(2)       That the objectors be informed accordingly.

Minutes:

The Strategic Director, Place submitted Document “W” which reported on objections received to a recently advertised Traffic Regulation Order for Killinghall Road, Bradford proposed in association with the provision of a pedestrian refuge island and footway build-outs at the junction with Ellerton Street, Bradford.

 

A resident attended the meeting and spoke about his objection to the proposed scheme.  He felt that the new refuge island would make matters worse in terms of safety for the public; the road would be narrowed with the island and changes to parking restrictions would be detrimental to road safety on Killinghall Road; the introduction of double yellow lines would cause a reduction in the availability of parking spaces; double yellow lines would lead to parking on the footway and grass verges which would be detrimental to the area; there was already a pedestrian refuge island further up the road as well as a pelican crossing; concerned that yellow lines would not be enforced.

 

The Principle Engineer reported that there had been 8 incidents causing road injury on Killinghall Road between Chelmsford Road and the pelican crossing south of Carrington Street, 6 of which had involved pedestrians.  The provision of an additional pedestrian facility on this length of road was therefore justified. This scheme was at the top of the Bradford East casualty reduction list in terms of pedestrian safety.

 

Members expressed concern at the number of casualties and the need for a formal pedestrian crossing in the area which was felt outweighed the small reduction in parking spaces.

 

A discussion was held on the issue of parking enforcement and anti social driving and the need to increase patrols (police and Council Wardens) in the locality.

 

Resolved-

 

(1)That the objections be overruled and the proposed pedestrian refuge island and footway build-outs be constructed and the associated Traffic Regulation Order be sealed and implemented as advertised.

 

(2)That the issues of parking enforcement and anti-social driving be raised through Area Team/Police partnership meetings with a view to increased patrols in the locality.

 

(3)That the objectors be informed of the decision.
