The Assistant Director Waste, Fleet and Transport Services will present a report (Document “B”) which outlines an application for a Temporary Event Notice at the Pakistan Community Centre, 51 Jervaulx Crescent, Bradford, BD8 8JD. The event includes the sale of alcohol, the provision of regulated entertainment and the provision of late night refreshment (from 23.00);

 

9 July 2022 from 17.00 to 23.30 hours.

In light of the evidence presented to the Panel by the Council’s Environmental Health Department which makes reference to noise nuisance the Panel decided not to uphold the Environmental Health objection, therefore the Panel allows the event to take place.

The Licensing Officer provided a summary of the Notice for a Temporary Event which was to take place at the Pakistan Community Centre, 51 Jervaulx Crescent, Bradford, BD8 8JD. The event was to include the sale of alcohol, the provision of regulated entertainment and the provision of late night refreshment (from 23.00); on 9 July 2022 from 17.00 to 23.30 hours.

 

The Applicant provided details of the planned event, advising Panel Members that the event would cater for people of all ages from children to adults. There were plans for eastern European singers to perform with live music from 17:00 to 23:30.

 

The Chair referred to the report provided by Environmental Health which stated that complaints had been received in the past for previous events that took place at Pakistan Community Centre.

Panel Members requested to know if the Applicant had previously organised any events at the same venue and the frequency of the events. Members also wanted to know if there had been any issues with the police regarding the events.

 

The Applicant advised Panel Members that the upcoming event would be his third event at the community centre which would be carried out indoors. No issues with the Police had ever taken place and professional security had always been present at all events.

 

The Legal Representative requested to know if there had ever been any complaints about noise nuisance at the previous events.

 

The Applicant advised that due to having live music at the events there was a possibility of causing some noise nuisance but no complaints has been received.

 

Panel Members were advised by the Environmental Health Officer that noise related complaints had been made recently by local residents. Residents had no objections to events providing they ended no later than 11:30pm.

The Applicant was advised to ensure windows and doors were closed during live music, this would prevent noise to escape.

 

The Applicant assured Panel Members that everything would be monitored inside the building however, it would be difficult to manage noise outside i.e. car park as it is a public space.
