The report of the Strategic Director of Place (Document “R”) concerns the Addingham Neighbourhood Development Plan which has been prepared by the Parish Council. The Plan has now been subject of an independent examination by Andrew Freeman and his report confirms that the Plan, subject to the incorporation of a number of modifications meets the Basic Conditions outlined in legislation. He has recommended that the Plan proceeds to local referendum.

 

The report recommends that the Council agree to all of the proposed modifications and that the modified plan proceeds to referendum. This will take place in January 2020.

 

RECOMMENDED -

 

That the Executive agree that the submitted Addingham Neighbourhood Development Plan (Appendix 1 to Document “R”) is subject to the modifications (numbered PM1 to PM15) as set out in the Examiner’s Report (Appendix 2 to Document “R”) and that it is then subject to a local referendum in January 2020.

Minutes:

The report of the Strategic Director of Place (Document “R”) concerns the Addingham Neighbourhood Development Plan which had been prepared by the Parish Council. The Plan had now been subject of an independent examination by Andrew Freeman and his report confirms that the Plan, subject to the incorporation of a number of modifications meets the Basic Conditions outlined in legislation.

 

The report recommended that the Council agree to all of the proposed modifications and that the modified plan proceeds to referendum.

 

A Ward Councillor for the area in welcoming the Addingham Neighbourhood Plan stated that he had had involvement with the Plan since 2015, with a fair amount of work and input from the Civic Society and others in Addingham; that it complimented Bradford’s Core Strategy and that it would strengthen the area and help it to retain its character, and he urged that the Executive adopt the Plan.

 

The Leader and the Regeneration, Planning and Transport Portfolio Holder echoed the above comments, adding that this was a significant piece of work and thanked the Addingham communities involvement, and urged that the Plan should now proceed to referendum, and it was therefore:
