Minutes:

The Strategic Director of Place submitted Document “AN” which provided information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2017/18 and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Shipley constituency.

The Principal Engineer (Highway Maintenance North) provided a summary of the report.

A Member queried why the actual cost (£48,000) for the road resurfacing that had been carried out on Bradford Road, Shipley (A650), Wellington Road to Kirkgate, as listed on Appendix 1, was much higher than the estimated cost (£10,000).  In response, the Principal Engineer explained that the costs of works sometimes increased due to further deterioration of the road since estimates were made.

In response to Members’ questions, it was stated that:

·         The proposed road resurfacing schemes were listed in priority order following professional assessments of the roads.  The Baildon ward had received the most funding for non-classified roads in the previous year (£79,300).

·         All schemes proposed in 2016/17 for surface dressing had been completed and it was envisaged that the entire list (Appendix 3) proposed for 2017/18 would be undertaken.

·         Further information would be sought from officers and provided to a Member in relation to re-kerbing on Hill Crescent, Burley as listed on Appendix 2.

·         A co-ordinated approach would be taken in relation to proposed surface dressing works and those previously approved by the Committee in relation to lining and signing at Bradford Road, B6265, Bingley, near Cottingley.

·         Further information would be sought from officers and provided to a Member in relation to the start date for surface dressing works proposed for Northgate/Moorgate, Baildon as listed in Appendix 3.

Resolved –

That the proposed programme of works for 2017/18 as shown in Appendices 2 and 3 of Document “AN” be approved.
