At the meeting of full Council on 11 July 2023 the following motion was considered and referred to the Health and Social Care Overview and Scrutiny Committee:

 

COUNCIL (AND SCHOOLS) PROVISION OF PLANT-BASED FOOD

 

Bradford Council, together with our partners, is taking a comprehensive range of actions to tackle the climate emergency, reduce our carbon footprint, improve our environment and deliver clean growth.

 

As reported to the Regeneration and Environment Overview & Scrutiny Committee on 15 November 2022, we have almost halved the Council’s total emissions from 42,000 tonnes of CO2e to 22,000 tonnes between 2014-15 and 2021-22 and we are continuing to make progress.

 

This year the Council has adopted a Good Food Strategy to improve access to healthy food and make it more affordable for people across the District to make informed choices about what they eat. The Strategy recommends encouraging residents to choose a more balanced, more plant-based diet.

 

Through our Facilities Management service to schools we enshrine choice in the offer which includes plant-based options for students and a full vegan diet for anyone who requests it. National nutritional guidance still recommends a balanced diet is most easily accessible to all children if it includes fish, poultry, meat and dairy products so we continue to offer those choices too.

 

An increasing number of our Council-run events – such as the recent Culture and Climate Symposium and the Culture Is Our Plan showcase – are already offering fully plant-based catering, and there is a commitment for future events to satisfy a percentage of plant-based options.

 

All relevant UN and UK Climate Change Committee reports emphasise the need to significantly reduce our use of animal products in response to the climate crisis. In the UK, for example, approximately 10% of greenhouse gas emissions are estimated to be linked to agriculture, most of which is the methane produced by livestock.

 

The agriculture sector has reduced greenhouse gas emissions by around 16% between 1990 and 2020, according to Defra data. Whilst this is heading in the right direction there is clearly much more to do if we are to meet our Net Zero target.

 

The 2022 Farm Practices Survey indicated that 64% of farmers thought it important to consider greenhouse gases when making farm business decisions.

 

The 2021 National Food Strategy, led by Henry Dimbleby, set a ten-year goal of a 30% reduction in meat consumption in the UK.

 

The West Yorkshire Combined Authority’s 2020 Emission Reduction Pathway Report estimates that a 32% reduction in red meat and dairy consumption is needed across the region if our goal of net zero carbon is to be met by 2038.

KEIGHLEY COMMUNITY HEALTH AND WELLBEING CENTRE UPDATE pdf icon PDF 129 KB

The report of the Bradford District and Craven Health & Care Partnership (Document “E”) provides an update to develop a Community Health and Wellbeing Centre from which a wide range of services is provided and will improve the health and wellbeing of the local population by addressing not only the medical needs, but also the wider determinants of health.

Minutes:

The report of the Bradford District and Craven Health & Care Partnership (BD&CH&CP) (Document “E”) gave an update to develop a Community Health and Wellbeing Centre from which a wide range of services was provided and would improve the health and wellbeing of the local population by addressing not only the medical needs, but also the wider determinants of health.

 

The Chief Finance Officer of the BD&CH&CP was in attendance and at the invitation of the Chair gave a synopsis of the report.

 

A question and answer (Q&A) session ensued:

  • Information was sought on the most realistic timescale on the eventual initiation of the centre?
    • The delivery of this scheme and the range of community engagement and involvement activities were on a magnitude level due to the wide area of consultation and partnership collaboration. Nevertheless, it was confident to state that the revised project plan had been developed and the planned works were to commence on site in Autumn 2024 with the anticipation of the building completion by Summer 2026;
  • Pertaining to the prospect of patients with serious health issues, did the structural design plan of the building take into consideration the needs of future patients with physical and impairment needs?
    • The development of the business case also took into consideration anticipated need for reasonable adjustments so as not to discriminate against disabled people;
  • In reference to mental health services, what actual services would be delivered?
    • Services that were consistent with the sector but also to establish practices to streamline services in a more resourceful and well-organised quality of service;
  • Had there been any discussion in relation to creating support provisions for young people who may be referred to CAMHS as a result of experiencing poor mental health, or difficult feelings or experience?
    • Detailed discussions were yet to be addressed however this was a subject matter that would be taken into consideration;
  • What were the anticipated future costs of the building following completion?
    • There would be no further costs associated with the building; and,
  • How would clean growth (alignment to the governments clean growth objectives and contributing to the achievement of Net Zero Carbon targets) and the increasing and closer collaboration between employers expected to be achieved?
    • The process would entail bringing people together and reaching out to everyone.

 

A Keighley Central Ward Councillor was in attendance and with the permission of the Chair sought clarification on whether Holycroft GP surgery would be relocating into the new centre. In response, it was confirmed that this was the intention.

 

The Chair of the Regeneration and Environment Overview and Scrutiny Committee was in attendance and at the invitation of the Chair made representations to the committee. He stated that delivery of the scheme to be overseen by the re-establishment of the Keighley Project Board was welcoming.

THE BEST 1001 DAYS PROGRAMME - PILLAR ONE OF THE CHILDREN, YOUNG PEOPLE & FAMILIES PRIORITY FOR BRADFORD DISTRICT & CRAVEN HEALTH & CARE PARTNERSHIP pdf icon PDF 1 MB

The Best 1001 Days (formerly Better Births) programme is pillar one of the Healthy Children and Families priority area for Bradford District & Craven. We work collaboratively across sectors and organisations, to achieve our vision: “Working together to improve experiences & outcomes for pregnancy, birth & beyond across Bradford District & Craven”. This is reflective of the Bradford District and Craven Health and Care Partnership Act as One way of working.

 

This report of the Bradford District and Craven Health and Care Partnership Act (Document “F”) highlights some of the key achievements of the past year and outlines our future plans to improve the outcomes for maternity care across our place and reduce disparities in experiences by working as a whole system.

 

Recommended –

 

(1)       That members support the sharing of information on initiatives to help reduce inequalities and help ensure the best possible start for life for babies born locally. This includes supporting campaigns on perinatal mental health, encouraging women to book with their midwife within 10 weeks of pregnancy, raising awareness of the maternity and neonatal voices partnership so we can diversify the membership and attendance at meetings and sharing key public health information such as quitting smoking, safe sleep, health and nutrition and more.

 

(2)       Note that the Best 1001 Days programme will continue to prioritise the reducing health inequalities agenda, responding to national policy documents such as NHS England’s Core20Plus5 model for tackling inequalities. We will use data as well as lived experience to do so, members are asked for their support in sharing any issues raised by their constituents so that we hear the experiences of all our communities and act on this.

 

(3)       That members support our efforts to find a solution to the concerning impact of disadvantaged families in our district missing vital care due to the inability to afford transport costs.

 

(4)       That members recognise the lack of service provision for the most acutely unwell perinatal mental health patients due to the limited funding available for SMABS.

 

(5)       Note that the programme will continue to support the two NHS Foundation trusts following the recent CQC inspections, using our place-based ‘Act as One’ approach. We recognise the wider national challenges which impact upon maternity services, most notably workforce challenges which we will continue to work together on to address with a multi-organisation approach.

A Q&A session ensued:

  • What engagement work had been undertaken to raise awareness?
    • Community engagement events with a range of stalls, activities, and workshops with representatives from 12 organisations and around 40 parents from White, Pakistani, Bangladeshi, Roma, Slovakian and Polish communities had been successfully taken place;
  • How successful was the recruitment of volunteers?
    • Through the programme the service was continually looking at ways to increase recruitment and retention. A previous successful project in Bradford supported volunteers in Health Visiting Clinics across the district. Volunteers were recruited to support Health Visitors by being trained to undertake weights and measurements of babies. This took some of the workload from the Health Visitors, enabling them to be freed up to have more time for important conversations with families, whilst providing the volunteers with valuable skills and experience to help them progress into either training or employment within the health and care sector;
  • To what extent had efforts achieved joint collaboration?
    • Joint working included parent education, online, specialised classes face to face 1:1 session, classes in Urdu and Punjabi.
    • Additional projects within joint ventures entailed multilingual information, Continuity of Carer, community midwifery teams for complex needs, enhanced antenatal and postnatal care, joint collaboration with Airedale midwife – Birth Matters Service. The improvements to access to language line/interpretation services was being addressed and newly appointed Chairs for MVP will jointly lead the VoF workstream to ensure collaboration.

Resolved:-

 

(1)  That the Best 1001 Days programme initiatives to help reduce inequalities and help ensure the best possible start for life for babies born locally be noted and supported;
