DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR 2024/25 pdf icon PDF 156 KB

The Strategic Director, Place will submit a report (Document “R”) which provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford East Area Committee approves the proposed programme of works as shown in Appendix 1 and 2.

Minutes:

The report of the Strategic Director, Place (Document “R”) provided information on Capital Highway Maintenance funding and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites. The report was briefly summarised by the Principal Engineer.

 

A Member of the Committee noted that the total budget for the priority sites amounted to £750,000 and asked if this was an accurate estimate. The Principal Engineer explained that works were subject to capital funding and that previous years had been delivered within budget so the estimate could be viewed as accurate.

 

Concerns were raised regarding sites that had been on the reserve list for several years and it was questioned why they had not subsequently been identified as a priority site as presumably wear and tear over the year had damaged the road further. The Committee were informed that priority was decided by the condition of the road and that if there were any particular sites which Members had concerns with alternative treatments could be explored.

 

The Principal Engineer was asked what role councillors had and if it was possible to suggest sites. The budget constraints were acknowledged however it was explained that if councillors had concerns over a particular site, then inspections could be carried out.

 

Members asked if it would be possible for future reports to include the methodology or reasons for why a particular site had been identified as a priority as this could improve clarity. The Principal Engineer acknowledged the request and told the Committee that this would be possible.

 

It was queried whether the speed humps along the priority site of Moorside Road would be included under the proposal and the Principal Engineer informed the Committee that this would be dependent on the condition of the humps.

 

Resolved –

 

That the proposed programme of works as shown in Appendix 1 and 2 to Document “R” be approved.

OBJECTIONS RECEIVED TO THE TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD EAST CONSTITUENCY pdf icon PDF 467 KB

The Strategic Director, Place will submit a report (Document “S”) which considers objections to the proposed Traffic Regulation Order on various roads in the Bradford East Constituency.

 

Recommended –

 

(1)           That notwithstanding the objections for the reasons given in this report the Order is sealed and implemented as advertised.

 

(2)           That the objectors be informed accordingly.

Minutes:

The report of the Strategic Director, Place (Document “S”) considered objections to the proposed Traffic Regulation Order on various roads in the Bradford East Constituency. The Committee were informed that following the approval of the Safe Roads Programme at the meeting on the 13 July 2023 the TRO was formally advertised which resulted in a total of two objections to the proposals. The Principal Engineer summarised the report and the objections that had been received.

 

It was noted that the proposed parking restrictions for the Robin Close proposal had been reduced and Members felt this was a reasonable compromise.

 

Resolved –

 

(1)           That notwithstanding the objections for the reasons given in Document “S” the Order is sealed and implemented as advertised.

 

(2)           That the objectors be informed accordingly.

43.

BRADFORD EAST SAFE ROADS PROGRAMME FOR 2024/25 pdf icon PDF 257 KB

The Strategic Director, Place will submit a report (Document “T”) which seeks approval for the 2024/25 Safe Roads programme for the Bradford East Constituency.

 

Recommended –

 

(1)           That the Bradford East Area Committee approves the programmes of Safe Roads schemes for 2024/25 listed in Appendices 1 and 2.

 

(2)           That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

 

(3)           That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(4)           That should inflationary pressures on the projects listed in Appendices 1 and 2 make delivery of the full programme impossible a further report be brought to the Area Committee to reconsider scheme priorities.

Minutes:

The report of the Strategic Director, Place (Document “T”) sought approval for the 2024/25 Safe Roads programme for the Bradford East Constituency. The Principal Engineer summarised the report and informed the Committee that in Appendix 4 Gain Lane should have been listed under Bradford Moor and that tow of the zebra crossings listed under Idle and Thackley had in fact been completed in previous years.

 

A Member noted that the Harrogate Road scheme outlined in Appendix 1 amounted to £50,000 and asked if this was the contribution from Bradford East. The Principal Engineer confirmed that the scheme was financed through a combination of funds as the total cost would be around £200,000 and Bradford East were contributing a quarter.

 

The Committee queried timescales and were informed that schemes were expected to be completed within the 2024/2025 financial year.

 

A Member expressed concern regarding the Orchard Grove/Old Park Road site that had remained on the list of outstanding requests for a long time despite damage to vehicles and asked why it had not been included in the proposed programme of works. The Principal Engineer acknowledged that the site had remained outstanding for several years and explained that priority sites were decided according to recorded collisions. It was added that the list was regularly reviewed according to collision data and that due to the funding being provided by West Yorkshire Combined Authority it must be demonstrated how collisions have been reduced. The Principal Engineer also informed that Committee that it may be possible to explore alternative funding options to address this particular site.

 

Clarity was sought regarding whether the recording of collisions included damage to parked cars and the Committee were advised that collisions that result in injuries were prioritised.

 

A Member stated that it could be beneficial for future reports to provide some brief data that measured the impact of schemes from the previous year to see if improvements had been delivered.

 

Concerns were raised regarding Manchester Road given the recent fatality and it was queried what measures could be explored to make the road safer. The Principal Engineer stated that the current work that was underway in the city centre would likely extend to Manchester Road. It was added that in the case of a fatality then the highways department would liaise with the Police to examine whether it could have been prevented and possible interventions. It was acknowledged that Manchester Road was a strategic route which made it difficult to consider interventions. The Principal Engineer assured Members that if requested it would be possible for data to be collected and analysed with an update brought to the Committee.

 

Similar concerns were raised regarding Leeds Road particularly the issue of speeding and the Principal Engineer stated that measures could be assessed.

 

A Member asked about permit parking on Thornbury Avenue and was informed by the Principal Engineer that it remained on the list but permit schemes were not currently a priority.
